The Commissioner of Buildings shall by rule establish the procedure for payment of fees for inspections and for certificates of approval, operation and occupancy, provided however, that no certificate shall be issued until the required fee has been paid. All fees shall be paid to the Commissioner of Buildings. In addition, the Commissioner of Buildings shall by rule establish the procedure for payment of charges and deposits for sanitary sewer tap-in fees and for required plan, plat and site review, inspection, and approval by engineers, surveyors or other consultants, to be paid to the Service Director.
