The Recreation Commission shall have authority to construct, supervise and maintain playgrounds, play fields, gymnasiums, public baths, swimming pools or recreation centers, both indoor and outdoor. It shall have further authority to equip, operate and maintain all playgrounds, play fields, gymnasiums, swimming pools, public baths and indoor and outdoor recreation centers.

(a) For the purposes provided in Section 181.03, and in order to carry out the provisions of the Charter, the Recreation Commission may employ play leaders, recreation directors, supervisors, superintendents or any other officers or employees as it may deem proper, within the appropriation of Council and other public bodies. It may engage architectural, professional engineering or technical services on such terms and conditions as the Commission deems proper.

(b) The Recreation Commission shall employ a Deputy Director of Recreation for elderly services whose duty it shall be to coordinate all programs for the elderly in the City by developing methods to coordinate current and future services, develop communications between existing and future elderly groups in our community, collect data to identify and study the needs of our elderly, perform various administrative and managerial tasks required by the functions named herein, and to develop sources of funding for various types of elderly activities.

The Recreation Commission shall have the power and authority to grant concession privileges after advertising for bids and award to the best responsible bidder, at the various grounds and other places under the control of the Commission, where games, entertainments and recreational affairs are held, and to charge a nominal fee for admission to such activities as it may deem desirable and in furtherance of recreational affairs.

(a) The Chairman of the Recreation Commission, the Director of Recreation, or the Mayor may call a meeting of the Recreation Commission. The call of any meeting of the Commission shall comply in all respects with Codified Ordinance Section 125.02, except as specifically exempted in this section.
(b) The Recreation Commission shall meet at least two times annually, and shall meet at such other times as provided in division (a) of this section.
