125.01 SCHEDULE; NOTICE TO PUBLIC.
   Pursuant to Article II, Section 2, of the Charter of the City, within five days after the commencement of their term, at the call of the Mayor, members of Council shall meeting in Council Chambers and organize. Pursuant to Article II, Section 3, of the Charter, in each calendar month except July and August, Council shall hold at least two regular meetings, the time and place of which are prescribed by Chapter 121. When the regular meeting of Council is scheduled on a legal holiday, as defined either by the Ohio Revised Code or by any other ordinance enacted by Council, the regular meeting of Council shall be held on the next succeeding day at the place and hour provided therein.
   Special meetings of Council shall be held in Council Chambers upon notice as provided by Article II, Section 3, of the Charter. No business shall be transacted at any special meeting of Council except the particular business for which such special meeting was called and the notice required by Article II, Section 3, of the Charter shall contain a statement of the business for the transaction for which such special meeting is called.
   The regular meeting schedule of Council shall be posted in the front lobby of City Hall, in Council Chambers, and in the front lobby of the Police Station. Notice of a special meeting of Council shall be posted in the same places as the notice of the regular meeting schedule at least twenty-four hours prior to the time the special meeting is scheduled. Notices of Council committee meetings shall be posted in the same places and at the same time as prescribed for the posting of notices for special Council meetings. Notice for any meeting not held in public shall state the specific reason therefor. A specific reference to the Sunshine Law exception permitting such executive session shall be included.

125.02 MEETINGS OF OTHER PUBLIC BODIES.
   All other boards, commissions, committees and other decision making bodies of the City shall adopt a rule establishing at least one particular day of each month to be designated as the regular meeting day thereof. Such rules shall be effective upon certification to the Clerk of Council who shall post such regular meeting schedules in the same places as provided for in Section 125.01 for the posting of regular meetings scheduled for Council. Otherwise, no meeting of such body shall be held or conducted except after provision of notice to the Clerk of Council who shall post such notices all in accordance with the same procedures as pertains to special meetings of Council and meetings of Council committees. A copy of the agenda of each regular meeting and a copy of any notices of special meetings shall be filed with the Clerk of Council at least seventy-two hours prior to the time the meeting is scheduled unless accompanied with the emergency reason for any shorter notice.

125.03 PERSONAL NOTICE OF MEETINGS. (REPEALED)

125.04 NOTICE TO NEWS MEDIA.
   Section 125.03 shall be applicable to any news media for one notice only without the payment of the fee provided in that section. In addition, the Clerk of Council shall attempt to call the number designated in the application of any news media with respect to any meetings scheduled within less than twenty-four hours of the notice received by the Clerk of Council.

125.05 MEETINGS TO BE PUBLIC; EXCEPTION.
   The Council, Council committees and all other boards, commissions, committees and other decision-making bodies of the City shall conduct all meetings in public except for executive sessions which shall be closed to the public, called for the following purposes:
   (a)   Unless required by law or the affected party requests a public hearing, to consider the appointment, employment, dismissal, discipline, promotion, demotion or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee or regulated individual. Except as otherwise provided by law, no public body shall hold an executive session for the discipline of an elected official for conduct related to the performance of his or her official duties or for his or her removal from office.
   (b)   To consider the purchase of property for public purposes or for the sale of property at competitive bidding, if premature disclosure of information would give an unfair competitive or bargaining advantage to a person whose personal, private interest is adverse to the general public interest. No member shall use this section as a subterfuge for providing covert information to prospective buyers or sellers. A purchase or sale of public property is void if the seller or buyer of the public property has received covert information from a member that has not been disclosed to the general public in sufficient time for other prospective buyers and sellers to prepare and submit offers.
   If the minutes of the public body show that all meetings and deliberations of the public body have been conducted in compliance with this section, any instrument executed by the public body purporting to convey, lease or otherwise dispose of any right, title or interest in any public property shall be conclusively presumed to have been executed in compliance with this section insofar as title or other interest of any bona fide purchasers, lessees or transferees of the property is concerned.
   (c)   Conferences with an attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action;
   (d)   Preparing for, conducting or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment;
   (e)   Matters required to be kept confidential by Federal law or rules or State statutes or ordinances of the City.
