The members of the Recreation Commission shall annually elect a Chairman and a Secretary, and select all other necessary officers to serve for a period of one year, and may employ such additional persons as may be needed. As authorized by the Charter, the Commission shall adopt rules and regulations for the conduct of all business within its jurisdiction.
