(a) There is hereby established within the Department of Planning and Development, a Division of Buildings, which Division shall be responsible to the Mayor. The executive head of such Division shall be the Commissioner of Buildings. The Division shall be in charge of the issuance of all permits for the construction, repair, alteration and maintenance of all buildings and structures and shall be specifically charged with the survey and inspection of all nonresidential buildings and structures and with the enforcement of all laws, codes and ordinances relating to the erection, construction, alteration, repair, removal and safety of all buildings and structures. Council may, by ordinance, authorize the Commissioner and/or the Chief Commercial Inspector to issue summonses and/or citations to responsible parties found to have violated specified provisions of these Codified Ordinances. The Commissioner and his or her assistants shall have all of the authority and power of the Inspector of Buildings for nonresidential buildings and structures as designated in ordinances or codes of the City. They shall perform such further duties as may be authorized or directed by the Mayor.
(b) The Manager of Housing and his or her assistants shall be responsible for the survey and inspection of all residential buildings and structures and with the enforcement of all laws, codes and ordinances relating to the maintenance and safety of all residential buildings and structures. The Manager of Housing and his or her assistants shall have all of the authority and power of the Inspector of Housing for residential buildings and structures as designated in ordinances or codes of the City. They shall perform such further duties as may be authorized or directed by the Mayor.
