147.02 DIRECTOR; DUTIES.

The Department of Planning and Development shall be the responsibility of a Director of Planning and Development who shall have all the powers and perform all of the duties connected with and incident to the authority creating the Department, or any other general law pertaining to any such position now or hereafter in effect except as otherwise provided by Council.
