(a) Whoever violates any provision of this chapter, for which no penalty is otherwise provided, is guilty of a minor misdemeanor on a first offense.
(b) A second violation within two years of the first conviction shall constitute a misdemeanor of the fourth degree.
(c) A third and any subsequent violation within two years of the first conviction shall constitute a misdemeanor of the first degree.
