1161.05 PERMITTED LOCATIONS.
   The Director of Public Service will not allow the presence of vending devices on the sidewalk which would not be compatible with the public interest in use of street and sidewalk areas as public right-of-way. A vending device shall not impede or restrict pedestrian and vehicular traffic or obstruct the view of a driver of a motor vehicle. No permitted location shall be within 1,000 feet of another permitted location on the same side of the public roadway or other property.
   In approving the location of a vending device, the Director of Public Service may consider the width of the sidewalk; the proximity and location of existing street fixtures, including but not limited to signposts, lamp posts, parking meters, bus shelters, benches, phone booths, and newspaper vending devices; the presence of bus stops, truck loading zones, and taxi stands; pedestrian and vehicular traffic patterns; existing nearby businesses, and other factors he or she deems relevant.
