1117.01 COMPOST PILE DEFINED.
   As used in this chapter, “compost pile” means any outdoor pile of organic waste matter permitted to decompose.

1117.02 INGREDIENTS.
   A compost pile should contain a proper mix of carbon and nitrogen components which may consist of leaves, grass clippings, garden plants, fruit and vegetable trimmings, nitrogen-based additives, aged manures and water. There shall not be permitted the addition of ashes from charcoal, yard trimmings treated with chemical pesticides, fresh manures, cooked kitchen and food wastes, grease, meat, bones or fats, to any compost pile in the City.

1117.03 FORMATION.
   No compost pile within 100 feet of a zoned residential property within the City shall exceed five feet in height above ground level.

1117.04 MAINTENANCE AND ENCLOSURE.
   All compost piles above ground shall be properly maintained on a regular basis to prevent noxious odors. All compost piles above ground except for commercial composters shall be within an enclosure.
