A compost pile should contain a proper mix of carbon and nitrogen components which may consist of leaves, grass clippings, garden plants, fruit and vegetable trimmings, nitrogen-based additives, aged manures and water. There shall not be permitted the addition of ashes from charcoal, yard trimmings treated with chemical pesticides, fresh manures, cooked kitchen and food wastes, grease, meat, bones or fats, to any compost pile in the City.
