Every person applying for a license as required in this chapter shall provide and file with the Mayor a policy or certificate of liability insurance for each public vehicle for which a license is sought, indemnifying the applicant in the sum of at least two hundred thousand dollars ($200,000) for injury to one person, five hundred thousand dollars ($500,000) for injury to more than one person and fifty thousand dollars ($50,000) property damage, in any one accident, through the operation of the public vehicle of the applicant.
The insurance policy must be acceptable to the Mayor and the Director of Law and shall also contain a clause obligating the insurance company to give ten days written notice before cancellation of the policy. The license shall expire upon the lapse or cancellation of the insurance policy.
No person shall allow, permit or cause any motor bus, used in the business, to be operated by any person who does not possess a commercial driver's license, or who is not skilled in the art of driving automobiles, or who has physical disabilities and personal habits which would disqualify him or her from serving as a driver of a public vehicle, or who does not have sufficient knowledge of the English language to carry on an intelligent conversation. Names of such operators shall be registered with the Police Chief and upon certification by him or her, individual licenses shall be issued to them for the calendar year by the Mayor, upon payment of a license fee of twenty-five dollars ($25.00).
The Police Chief shall report to Council the names of any operators who are not qualified under this section, the operation of any such motor bus by a person whose name is not so registered and any violation by any such operator of the Traffic Code of the City. Council may, if it finds any such operator unqualified or that any such violation of the Traffic Code has been committed by such operator, take the action prescribed by Section 749.07.
All applications for licenses required in and defined by this chapter shall be made to the Mayor, and no license shall be granted unless, in the opinion of the Mayor and Council, the applicant meets all the requirements of this chapter. It shall be considered a part of such license that the Mayor reserves the right to suspend, cancel or revoke the same for any infraction of the Traffic Code of the City, or when, in the judgment of the Mayor, it shall be to the best interest of the public that such license be suspended, canceled or revoked.

Each motor bus operated under the provisions of this chapter shall carry, constantly displayed upon the motor bus, in a conspicuous position, a license plate with a number issued in accordance herewith.
Each driver of such motor bus licensed under the provisions of this chapter shall carry his or her license on his or her person while engaged in operation.

Whoever violates any of the provisions of this chapter is guilty of a misdemeanor of the third degree and shall be fined not more than five hundred dollars ($500.00) or imprisoned not more than sixty days, or both, for each offense. A separate offense shall be deemed committed each day during or on which a violation occurs or continues.
