The City Council, after holding a public hearing thereon, may approve or disapprove the application, the Council may attach such conditions, including a limitation of time during which the permit remains valid, as it may deem necessary to secure the purposes of this subchapter. Approval of the City Council, together with any conditions imposed, constitutes approval of the proposed development as a permitted use in the zone in which it is proposed.
