§ 158.02  SCOPE.
   (A)   The provisions of these regulations relating to the design, construction, alteration and maintenance of sanitation and safety features shall apply to the uses and operation of all swimming pools, wading pools and spray pools constructed of concrete, concrete units, gunite method, with vertical and horizontal reinforcing, formed plastic or metal.
   (B)   Pool construction of concrete units may be used with cavities grouted and reinforced, with walls placed on 8 inch by 16 inch integral stepped concrete footings.  Footings shall have reinforcing dowels placed at 2 feet on center intervals.  When pool wall construction is of reinforced cast concrete, steel or concrete units, a pool bottom of packed sand is permitted, provided that a plastic pool liner is used.
   (C)   Concrete units grouted and reinforced four feet on center may be used with 8 inch by 16 inch pilasters at 12 foot intervals.
   (D)   The Building Commissioner shall, however, have the right to order changes in existing pools and related facilities or in their operation if it is found that any condition exists that endangers the life or safety of the users of these swimming pools.
   (E)   The installation of pools primarily constructed of fiberglass, vinyl or other similar noncementitious materials, and not necessarily conforming to all portions of this chapter may be installed subject to the approval of the Building Commissioner, if after his or her tests safe construction is found to exist.
   (F)   In addition to the requirements of this chapter, the requirements of the Plumbing, Building, Electrical and Zoning Codes of the city shall apply to the construction, maintenance and operation of all swimming pools.
