A. Definitions:
1. Wherever the words "city", "town" or "municipality" are used in those model construction codes adopted, it shall mean the city of Elgin, Oklahoma.
2. Wherever the words "inspector", "building inspector" or "administrative official" are used in those model construction codes adopted, it shall mean the municipal official currently assuming the duties and responsibilities of municipal building inspector for the city of Elgin, Oklahoma.
B. Official Titles: All official titles used in those model construction codes adopted shall be interpreted as defined in this code.
C. Penalties: Maximum penalties for violation of provisions of those model construction codes adopted shall be as provided in section 9-1-8 of this chapter.
D. Model Construction Codes: All limits, except "fire limits", referred to in any of those model construction codes adopted by this chapter are hereby established as the corporate limits of the city of Elgin.
E. Energy Conservation Code: Notwithstanding the provisions (or lack thereof) of the adopted energy conservation code, the following shall apply:
1. Ceilings shall be a minimum R-38; approved batt or blown insulation may be used to achieve the R-38 requirement.
2. Outside walls shall be a minimum R-19; this can be achieved by use of one or more approved materials.
3. Floors (wood over unheated spaces) shall be a minimum R-9; insulation shall be held in place as recommended by the manufacturer (sill sealer between sole place and floor).
4. Foundation and slab insulation shall be a minimum R-5 (2 inch insulation board).
a. This insulation shall extend downward from the top of the slab for a distance of twenty four inches (24"); if the stem wall is less than twenty four inches (24"), the difference is to be turned in at the footing.
b. The insulation may be installed downward to the bottom of the slab for a total minimum distance of twenty four inches (24").
c. In the case of a monolithic slab foundation, the insulation may be used outside of the wall from the top of slab downward to the footing.
5. Windows shall not be single glazed. All window areas shall be double or triple glazed.
6. Major areas of concern are exterior joints between wall and foundation, and between wall cavities and window or door frames; exterior joints around windows and doors, between wall and roof, between wall panels at penetrations or utility service through walls, and all other openings in the exterior envelope shall be caulked, weather-stripped, or otherwise sealed. Vapor barriers are to be installed on the heated side of the envelope (avoid double vapor barrier).
7. A card signed by the contractor who installs any insulation material is to be securely affixed to the structure adjacent to the attic access; the card will display the following information:
a. Name of installing contractor;
b. Trade name on insulation(s);
c. R factor for walls, ceiling, floor and/or slab; and
d. Date of installation.
F. Plumbing Code: The basic plumbing code is hereby amended and changed in the following respects:
1. Joints And Connections; Plastic Pipe Joints: Only solvent cement approved by the National Sanitation Foundation shall be used. The label on the container of solvent cement shall have the manufacturer's name and address, type of plastic (such as PE, PVC, ABS, etc.), the solvent used to join, and the recommended procedure for use.
2. Water Distribution Pipe, Tubing And Fittings: Plastic pipe and fittings may be used for water service pipe, provided the piping and fittings have the NSF seal of approval, and water pressure rating of one hundred sixty (160) psi.
3. Drain Waste And Vent (Aboveground): Plastic pipe and fittings known as DWV schedule 40 PVC and ABS may be used as soil, waste and vent lines. The piping and fittings shall meet the following commercial standards: PVC - C.S. 272-65; ABS - C.S. 270-65. All piping and fittings shall have the NSF seal of approval.
4. Building (House) Sewer: Plastic pipe may be used, provided the pipe and fittings meet the commercial standards set out for drain, waste and venting in this plumbing code. The plastic pipe shall be schedule 40 interior, and four inch (4") schedule 40 from exterior foundation to main sewer tap; except, that, wherever building sewers pass beneath loading-bearing footings, foundations, piers or roadways, sewer pipe shall be cast iron for a distance of three feet (3') from the footing, foundation, pier or roadway on all sides.
G. The Construction Of Concrete Driveway/Asphalt Approaches From The Edge Of The Existing Street Surfacing To The Property Line:
All driveways shall be four inches (4") of PC Concrete reinforced with #4 bars at twenty four inches (24") c/c both ways on four inch (4") aggregate base from the edge of the existing or proposed street pavement to the property line with minimum twelve inch (12") diameter culvert pipe to edge of driveway encased in concrete; or four inches (4") of roller compacted hot lay asphalt in 2-2" lifts on four inches (4") of aggregate base from the edge of the existing street pavement to the property line with minimum twelve inch (12") diameter culvert pipe with concrete head walls of five inch (5") PC Concrete reinforced with a minimum of 2-#4 bars on all sides. Larger culvert size may be required as determined by the Streets Superintendent.
