139.03 ELECTION OF PRESIDENT AND VICE-PRESIDENT; SECRETARY.

At the first regular meeting of the Planning Commission in each calendar year there shall be elected a president and vice-president. The Commission may appoint a secretary, who need not be a member of the Commission, but such secretary shall be a resident of the City for at least one year prior to such appointment.
