Whenever a peace officer has reasonable cause to believe that a person has violated any provisions of this title, such officer may:
A. Immediately arrest such person; or
B. Without arresting the person, prepare in triplicate a written summons to appear in court containing the name and address of such person, the operator's or chauffeur's license number, if any, the registration number, if any, of such person's vehicle, the offense charged, and the time when and the place where such person shall appear in court.
