Where the traffic control signals are not in place or in operation, the driver of a vehicle shall yield the right of way, slowing down or stopping if need be to so yield, to a pedestrian crossing the street within any marked crosswalk or within any unmarked crosswalk at an intersection, except as otherwise provided in this title. A. Within two hundred feet (200') of any marked crosswalk in the city of Dubuque, pedestrians must use the marked crosswalk to cross the roadway.
B. Pedestrians shall move, whenever practicable, upon the right half of crosswalks.
C. Every pedestrian crossing a street at any point more than two hundred feet (200') from a marked crosswalk or within an unmarked crosswalk at an intersection shall yield the right of way to all vehicles upon the roadway. (Ord. 38-16, 8-1-2016)
A. Every driver of a vehicle shall yield the right of way to pedestrian workers engaged in maintenance or construction work on a street or highway whenever the driver is notified of the presence of such workers by a flagman or a warning sign.
B. Every driver of a vehicle shall exercise due care to avoid colliding with any pedestrian upon any street and shall give warning by sounding the horn when necessary and shall exercise due care upon observing any child or any confused or incapacitated person upon a street. (Ord. 44-08, 6-16-2008)
