1. All provisions of this Part shall apply to all domestic water wells and the excavation, digging, drilling, construction or contracting for same which has not commenced on the effective date of this Part.
2. The construction standards in this Part shall apply to the major repair of all domestic water wells when the major repair has not been completed by the effective date of this Part.
3. The construction standards in this Part shall apply to all domestic water wells which serve residential structures for which a building permit has not been issued by the effective date of this Part.
4. No person or corporation shall construct, drill, dig, or make any major repair to or abandon any domestic water well, or enter into a contract for same, without the property owner or his duly authorized agent first obtaining a permit for such activity from the SEO.
