While a snow emergency is in effect, and until such emergency has been declared by the Snow Emergency Coordinator to be terminated, no person shall operate a motor vehicle on any snow emergency route in such manner or in such condition as to allow or permit such vehicle to become stalled on such route, either by reason of the fact that the driving wheels of such vehicle are not equipped with tire chains or effective snow tires, or by reason of the fact that the motor fuel supply of such vehicle has been allowed to become exhausted, unless responding to an emergency. The term “motor vehicle” shall include, but is not limited to, snowmobiles, three-wheel and four-wheel all-terrain vehicles.
