As used in this Part the following words and phrases shall have the meanings indicated unless the context clearly indicates a different meaning:
First Amendment activity–all expressive and associative activity that is protected by the United States and Pennsylvania Constitutions, including speech, press, assembly and /or the right to petition. For purposes of this Part, commercial advertising is excluded from this definition.
Funeral procession–a single direct movement from a mortuary to the place of burial of a human body, under direction of an authorized funeral director.
Parade–a march or procession of any kind on public streets, roads, or sidewalks located within the Township, involving 25 or more individuals.
Person–any individual, firm, partnership, association, corporation, company, or other organization.
Public assembly–a planned or organized gathering of 25 or more individuals, or any ceremony, show, exhibition, dance or pageant which may be expected to result in the gathering of a group of 25 or more individuals, upon any public road, street, alley, highway, right-of-way, or sidewalk.
Street–any street, avenue, boulevard, road, highway, freeway, parkway, lane, alley, viaduct, and any other ways used or intended for use by vehicular traffic or pedestrians. The word “street” includes the entire right-of-way and is not limited to the cartway area.
Township–Dover Township, York County, Pennsylvania.
Any other term used in this Part shall have the meaning set forth in the Pennsylvania Department of Transportation regulations.
