Any owner of property, any named insured or any insurer violating the provisions of this Chapter shall, upon conviction, be fined not less than $100 per offense nor more than $1,000 per offense, plus costs of prosecution, and in default of payment thereof, shall be imprisoned for not more than 90 days.
