GENERAL PROVISIONS
§ 51.001 WATER USE REGULATIONS.
   (A)   City residents using city domestic water shall be allowed to sprinkle or otherwise irrigate outside their home, only after 7:00 p.m. and before 10:00 a.m.
   (B)   Water users with even-numbered addresses shall be allowed to use water outside during the above hours only on Monday, Wednesday, and Friday of each week.
   (C)   Water users with odd-numbered addresses shall be allowed to use water outside during the above hours only on Tuesday, Thursday, and Saturday of each week.
   (D)   These regulations shall be in effect between June 1 and August 31 of each year, beginning June 1, 2007.
   (E)   No outside watering shall be allowed on Sundays.

§ 51.002 CITATION; APPEARANCE.
   Whenever it is determined by any police officer or other duly authorized officer that any person or persons have violated any provisions of this chapter, the said officer shall provide in quadruplicate and serve upon such person or persons a written citation containing a notice to appear in a designated court of competent jurisdiction within the city. This citation shall contain the name and address of the person charged, the offense charged, the time and place when and where the offense charged occurred, and the time when the person charged shall appear in said court, and such other pertinent information as may be necessary; and such person or persons shall appear in said court within five days after such citation is issued and served. The issuance of a citation shall not be the exclusive method of summoning offenders hereunder.

§ 51.003 FAILURE TO APPEAR UNLAWFUL.
   It shall be unlawful for any person or persons to fail to neglect to appear in response to and as required by the citation regardless of the disposition of the charge upon which such citation was originally issued. Appearance in court shall be deemed complied with upon appearance by the person cited or his or her attorneys.

ACCOUNTS; BILLING; FEES AND RATES
§ 51.015 CONNECTION FEES.
   A $1,500 hook up fee plus the cost of all parts and labor to extend the waterline from the mainline to the property line, including the vault and meter, will be charged to the property owner. All work done to get the waterline to the vault at the property line will be completed by the city or its designee and charged to the property owner. The owner is responsible for any labor and material for extending the waterline from the vault to the desired location on his or her property.
