Sec. 2-121. Established.
   (a)   There is hereby created and established in and for the city a department in the city government to be known as the Department of Community Relations, which shall be under the supervision of a director who shall be appointed by the mayor in accordance with the charter provisions pertaining to directors of departments, and who shall receive such compensation as shall be affixed by the council.
   (b)   The city shall provide the necessary appropriations annually to provide suitable office space, facilities, equipment, and personnel to carry on the work of the Department of Community Relations.
   (c)   The director shall be the appointing authority for all employees who may be required to operate the department.
   (d)   Functions and duties: The director of the Department of Community Relations shall supervise and control the department, and shall be the appointing authority for all employees who may be required to operate the department. Functions and duties of the department shall include, but not be limited to, the following:
      1.   Conduct research of an economic and administrative nature, which may from time-to-time be requested by the mayor, city council or the directors of the departments of the city government.
      2.   Compile, study and analyze objectives, functions and results of work of various departments of the city government.
      3.   Collect, tabulate, file and store statistical data by the various departments.
      4.   Prepare the city's annual report or such other departmental reports as may be requested.
      5.   Maintain liaison with the public and the media.
      6.   Make arrangements for the reception of various visiting dignitaries and distinguished visitors to the government offices of the city.
      7.   Distribute factual information pertaining to the city government to the public in any manner deemed by the director to be most suitable.
      8.   Assist in the preparation of and coordinate plans and publicity in connection with the various city-sponsored festivals, pageants and programs.
      9.   Provide and furnish such other services as may be requested by the mayor or authorized by the city council.
