Sec. 2-52.1. Senior Advisor.
   The Mayor may designate, at their discretion, one of their director appointees to act in the capacity of senior advisor, with additional compensation not to exceed $5,000 annually, based on the appointee's years of service and expertise. The senior advisor shall not duplicate or supplant the duties for any other appointees.

Division 1A. Office of Equity and Inclusion
Sec. 2-53. Established.
   (a)   There is hereby created and established in and for the city a department in the city government to be known as the Office of Equity and Inclusion, which shall be under the supervision of a director who shall be appointed by the mayor in accordance with the charter provisions pertaining to directors of departments, and who shall receive such compensation as shall be affixed by the council.
   (b)   The city shall provide the necessary appropriations annually to provide suitable office space, facilities, equipment, and personnel to carry on the work of the Office of Equity and Inclusion.
   (c)   The director shall be the appointing authority for all employees who may be required to operate the department.
   (d)   Functions and duties: The department shall exercise its authority, functions, and duties in accordance with all ordinances, rules, regulations, orders, and the city charter. The authority, duties, and responsibilities of the department shall include the following:
      (1)   Foster mutual understanding and respect among the people of the city and discourage and prevent unlawful discriminatory practices.
      (2)   Review and analyze conditions, practices, attitudes, policies, and other factors within the city that contribute to discriminatory impact and inequities, as well as evaluating the impact of antidiscrimination efforts.
      (3)   Make recommendations to the city administration and mayor on ways to improve city programs and ordinances to eliminate discrimination and inequities, or remove effects of past discrimination.
      (4)   Engage in public awareness-building activities to ensure residents are informed of increased local protections and the role of the department.
      (5)   The department shall provide an annual report to the mayor and council regarding complaints received, actions taken, and awareness building activities described in subsection 4. This report shall be made available to the public.

Division 1B. Office of Philanthropy and Grants
Sec. 2-54. Established.
   (a)   There is hereby created and established in and for the city a department in the city government to be known as the Office of Philanthropy and Grants, which shall be under the supervision of a director who shall be appointed by the mayor in accordance with the charter provisions pertaining to directors of departments, and who shall receive such compensation as shall be affixed by the council.
   (b)   The city shall provide the necessary appropriations annually to provide suitable office space, facilities, equipment, and personnel to carry on the work of the Office of Philanthropy and Grants.
   (c)   The director shall be the appointing authority for all employees who may be required to operate the department.
   (d)   The director of this department shall work in conjunction with the City Treasurer to achieve the goals and purpose of this department.

Sec. 2-55. Definitions.
   For the purposes of this division the following words and phrases shall have the meaning respectively ascribed to them by this section:
   (a)   Entitlement grant means a grant where, prior to the time set by law or by the grantor agency for filing the grant application, the city is entitled, by law or by rule or regulation of the grantor agency, to receive an already-determined definite amount of money.
   (b)   Formula grant means a grant where, prior to the time set by law or by the grantor agency for filing the grant application, the city is ensured, by law or by rule or regulation of the grantor agency, of receiving an amount of money, such amount of money to be determined at the time the grant is approved by the grantor agency and to be determined based on a formula set by law, or by rule or regulation of the grantor agency, prior to the time required for the filing of the grant application.

Sec. 2-56. Approval of city council and mayor required.
   (a)    Approval of the council, through adoption of a resolution, and the mayor or their designee, shall be required prior to the filing by the department of an application for a federal, state, or other grant to be used, in whole or in part, to fund any city programs, services, or activities.
   (b)   Any request for approval by the council and mayor, or their designee, of such application shall include a description of all programs, services, or activities to be funded by the grant, the amount of funding requested for each, the priorities of such programs, services, or activities if setting of priorities has been included in the grant application, and the key performance indicators that will be used to measure the programs, services, or activities funded in whole or in part by the grant. The intended grant-recipient authority, department, or division shall provide this information to the mayor or their designee. The mayor or their designee shall approve such application no later than two business days after receiving a complete application package in accordance with grantor requirements as set forth in the grant notice.
