Sec. 2-636. - Combining platted lots.
   Any person owning platted lots who wishes to combine two or more lots shall pay a fee of $100.00 for each new parcel created.

Sec. 2-637. - Industrial facilities tax exemption districts.
   (a)   The processing of an application for the establishment of an industrial facilities tax exemption district shall require payment of a $1,000.00 administrative fee.
   (b)   The processing of an application for tax exemption in an industrial facilities tax exemption district shall require payment of a $1,000.00 administrative fee.

ARTICLE VIII. - RESIDENT IDENTIFICATION CARDS
Sec. 2-700. - Purpose.
   Some owner-occupied residences in the city are owned by individuals who also maintain residences outside of the state. While they reside in two or more locations, some of these individuals maintain their government-issued identification (e.g., driver's license) in the non-Michigan location. As a result, when these individuals are residing in the city, they are without Michigan identification.
   These individuals are Dearborn residents by virtue of the fact that they own property in the city, the property is not rental property, and they reside at the property when in the city. Nevertheless, these individuals are unable to take advantage of privileges afforded Dearborn residents (e.g., resident discounts).
   The purpose of this section is to create a photo ID in the form of a resident identification card for individuals who reside in the city on a part-time basis and, when in Dearborn, reside in the residence that they own. The property owned and resided in by these individuals is not offered for rent when the individuals are living outside the city. An individual who is eligible for and obtains a resident identification card will be able to take advantage of privileges afforded Dearborn residents in the city.

Sec. 2-701. - Application.
   (a)   To obtain a resident identification card, an individual shall make application to the city clerk.
   (b)   At the time the application is filed, a nonrefundable application fee of $25.00 shall be remitted to the city clerk.
   (c)   An applicant for a resident identification card shall submit the following information and submittals to the city clerk.
      (1)   Proof of identity. In order to establish identity, each applicant must present a photo ID card issued by a governmental agency.
      (2)   Proof of residence. In order to establish (part-time) residency, each applicant must present:
         a.   Deed to the residential property located in the city;
         b.   Certificate of occupancy identifying the property as owner-occupied;
         c.   Verification that all property taxes assessed on the property at issue are current;
         d.   A notarized affidavit attesting to the fact that the applicant does not offer the property for rent when it is not occupied by the applicant;
         e.   Such additional information as required by the city.

Sec. 2-702. - Issuance; renewal.
   (a)   Upon the city clerk's acceptance of the documents identified in section 2-701, the applicant shall receive a resident identification card processed by the Dearborn Police Department.
   (b)   A resident identification card shall be valid for two years and may be renewed by following the process identified above.
