Sec. 2-88. - Established.
   (a)   There is hereby created and established in and for the city a department in the city government to be known as theDepartment of Public Works and Facilities.
   (b)   The Department of Public Works and Facilities shall be under the direction of the director of public works and facilities, who shall be knowledgeable and experienced in public administration and shall be appointed by the mayor in accordance with the Charter provisions pertaining to directors of departments, and shall receive such compensation as shall be fixed by council. The director of public works and facilities shall be the executive officer of the department and shall be responsible for the administration of the department. The director of public works and facilities shall organize and carry out the duties and functions of the department. The division of engineering shall be under the direction of the city engineer who shall be a registered civil engineer in the state of Michigan.
   (c)   The city council shall provide the necessary appropriations annually to provide suitableoffice space, facilities, equipment and personnel to carry on the work of theDepartment of Public Works and Facilities.
   (d)   The director shall be the appointing authority for all employees who may be required to operate the department. The Department of Public Works and Facilities shall consist of such divisions as are necessary to carry out efficiently the following functions:
      (1)   Construction, repair and maintenance of city buildings;
      (2)   Construction and maintenance of water distribution and sewerage disposal systems;
      (3)   Repair and maintenance of motor transport equipment;
      (4)   Construction and engineering work required by the city;
      (5)   Maintenance of streets and alleys and related facilities;
      (6)   Maintenance of parks and boulevards;
      (7)   Infrastructure and support;
      (8)   Collection and disposal of refuse;
      (9)   Vector control; and
      (10)   Administration of the functions and duties of the Housing Division, including but not limited to:
         i.   Providing and establishing a clearing house for information in connection with available housing, the location of such available housing, and the opportunities for acquiring additional housing facilities in the city;
         ii.   Assembling, coordinating, and mobilizing all of the resources of the city with those available outside of the city so far as to provide the necessary material, facilities, and assistance to enable the residents of the city to acquire adequate housing;
         iii.   Maintaining and implementing existing housing programs;
         iv.   Being responsible for the general management of all low- and moderate-income housing developments operated by the city;
         v.   Working with the Housing Commission on all matters properly within its purview pursuant to Secs. 2-471 to 2-475 of this Code; and
         vi.   Identifying and pursuing housing programs and opportunities to serve unmet housing needs within the city.

Sec. 2-88.1. Assignment of duties and responsibilities.
   Any reference in the Dearborn Code of Ordinances to the department of public works, as previously constituted, shall be applicable instead to the Department of Public Works and Facilities.

DIVISION 2B. - CITY BEAUTIFUL COMMISSION
Sec. 2-89. - Established.
   There is hereby created and established in and for the city a commission to be known as the city beautiful commission, which shall consist of not more than 30 members, to be appointed by the mayor, in accordance with the City Charter. Members of such commission shall be appointed in accord with the terms and conditions under the City Charter for appointment of members of boards and commissions. The members of the commission shall be compensated at such rate as the council in its discretion may determine. The commission shall organize by annually electing a chairman and vice-chairman from its membership, shall adopt its rules of procedure and shall hold such meetings, either regular or special, as it may deem necessary to carry on its work. The director of residential services shall be the executive-secretary of the commission. The commission shall establish goals to assist in the beautification and improvement of neighborhoods and business districts in accord with the grant of authority to the community improvement department.
