(a) A mechanical pencil or line sketch shall be furnished for all refrigeration systems up to and including 40 tons capacity. Such sketch shall show among other things the kinds of piping and the location of the cooling tower.
(b) Detailed structural and mechanical plans and specifications shall be furnished for all refrigeration systems in excess of 40 tons capacity, which plans and specifications shall be signed and sealed either by an architect registered under the laws of the state, or by a civil or structural engineer so registered.
(c) Such detailed plans and specifications shall show:
(1) Details of water saving equipment and how it should be erected and supported.
(2) Location on the roof, or elsewhere if it is to be installed on or above the ground level.
(3) The location and size of all primary and secondary piping.
(4) The electrical wiring in detail to the tower fan and pump.
(5) A sworn statement that they were prepared by or under the personal supervision of such architect or engineer.
(d) All such sketches, plans and specifications shall be approved by the department of building and safety before any permit therefor shall be issued.

ARTICLE IX. - HEATING CODE
DIVISION 1. - GENERALLY
This article shall establish minimum standards for, relate to and regulate the construction, installation, replacement, repair or alteration in any and all buildings or structures within the city of any piping, apparatus, equipment, appliances, devices or accessories for steam, vapor, hot water, warm air or any other type of heating systems, air conditioning plants, ventilation systems, boilers, steam pressure vessels and boiler burner units, including apparatus, equipment and piping for the generation and conveyance of steam for any purpose up to 15 pounds per square inch pressure, the purpose and intent of this article being to protect life and property from fire, to safeguard against possible asphyxiation of persons and to protect them from injury by explosions from either gas, steam or excessive water pressure.
