   141.01 AUTHORITY TO ADOPT RULES AND REGULATIONS.
   The Park and Recreation Board shall have the power to adopt bylaws, rules and regula tions for the proper conduct of public recreation for the City, and of all business within its jurisdiction.

   141.02 ESTIMATE OF REVENUE AND EXPENDITURES.
   The Park and Recreation Board shall, prior to budget submission to City Council send to the Mayor annually an estimate of contemplated revenue and expenditures for the ensuing fiscal year, which estimate may be approved in whole or in part by Council and included in the budget. The Board shall operate within the budget so approved and the expenses thereof shall be payable from the Treasury of the City, and of the School District if it joins with the City in such recreational program. The Board may also solicit and receive gifts or bequests of money or other personal property for use in providing adequate public recreation service to the City.

   141.03 ANNUAL REPORT TO COUNCIL.
   The Park and Recreation Board shall make an annual report to Council showing its operation and expenditures, and shall make such other reports from time to time as may be requested by Council.

   141.04 PERSONS PROHIBITED IN PARK AND RECREATION FACILITIES.
   (a)   As used in this section:
      (1)   “Registered offender” means any person who is required to register pursuant to the terms of Ohio R.C. 2950.04 through 2950.06 as the same may be amended from time to time.
      (2)   “Park facilities” includes all land and buildings owned or controlled by the City of Cuyahoga Falls and used for park or recreation purposes including, but not limited to, the Natatorium and Wellness Center, Water Works Family Aquatic Center, Quirk Cultural Center, Downview Sports Center, Brookledge Golf Course, the Fountain and Ice Skating Rink at Falls River Square, and all City parks, park pavilions, and ballfields.
      (3)   “Public body” has the same meaning as found in Ohio R.C. 121.22.
   (b)   No registered offender shall enter or remain upon any park facilities except, and only to the extent necessary, to attend meetings of public bodies.
   (c)   Whoever violates this section shall be guilty of Criminal Trespass as provided in Section 541.05 of the Codified Ordinances.
