Unless plans, elevations and proposed signs for building or structures have been approved by the Board, or, upon appeal by the Council, no building permit or occupancy permit shall be issued by the city for any building, structure, other development property or appurtenances thereto which are or will be located so as to have a front or side or rear on either side of East and West Grand Boulevard in the city. Architectural review may be a condition of any conditional use permit or a variance concerning property located on either side of West and East Grand Boulevard in the city. This chapter shall not abrogate the requirement for Board approval and determination as provided in other provisions of the code.
