Except as specifically provided elsewhere in this title, every building and premise or land in the M-1, M-2, M-3 and M-4 zones shall be used for or occupied, and every building shall be erected, constructed, altered, enlarged, maintained, moved into or within said zones, exclusively and only in accordance with the regulations set forth in this chapter.
