The subdivider shall pay the city in advance for any materials which may be furnished the subdivider by the city in the construction of all required public improvements within the subdivision and an amount equal to the estimated costs of engineering and inspection services to be furnished by the city to the subdivider. Any excess of either of these amounts remaining upon acceptance of the subdivision shall be refunded by the city. Any amount thereof due the city in excess of the deposit shall be paid by the subdivider prior to acceptance of the subdivision.
