As areas not presently situated within the city boundaries seek to annex to the city, the City Council shall determine the benefit to such land areas of the public facilities and infrastructure funded by this chapter. The City Council shall impose development fees, in whole or in part, as established by this chapter, upon such annexed areas to the extent necessary to assure that such areas pay their fair share of the actual costs of all necessary public facilities and infrastructure benefitting their projects, unless the City Council determines that such an imposition would cause inequities or that a better or fairer financing arrangement can and should be developed and imposed.
