A fee shall be required for the filing of a final map. In addition, fees shall be required for purposes of defraying the costs of constructing drainage and sanitary sewer facilities. All such fees shall be set by City Council resolution. These fees must be paid prior to any examination of a final map and plans and specifications. These fees are final, and no adjustment or refund thereof will be made except as otherwise required by law.
