Notwithstanding anything to the contrary in this chapter, the following provisions shall be applicable to all golf course development projects:
(A) The property owner or developer may submit to the City Engineer a request for deviation from the requirements of this chapter for golf course development projects. The request shall be in writing and shall include the reasons for the requested deviation(s). Documentation supporting the requested deviation shall include grading plans and erosion control plans, specifications and supporting data consisting of a soil engineering report, an engineering geology report and any hydraulic data necessary to evaluate the request. The City Engineer shall evaluate the request and provide written response for approval, denial or approval subject to certain conditions;
(B) If the City Engineer approves the requested deviation(s), the property owner or developer shall submit, upon completion of the work, a final soil engineering report and an as-built precise grading plan to the Public Works Department.
