12.20.090 Tethering, grazing animals.
   No person shall stake or fasten any animal to any tree, plant or shrub growing in or upon any street, sidewalk or other public place or stake, tie or fasten any animal in such a manner as to permit the same to feed or graze upon any street or alley or other public place.
