12.20.070 Removing pavement.
   No person shall remove any pavement, sidewalk, crosswalk, curb or gutter or remove any earth, stone, sand or gravel from any street, alley or public place in this city without first having obtained permission from the Superintendent of Streets or unless proceeding with work under lawful authority.
