No person shall violate any provisions or fail to comply with any of the requirements of this title. Any person violating any of the provisions or failing to comply with any of the mandatory requirements of this title is guilty of an infraction, except that parking violations shall be civil offenses, as required by the California Vehicle Code, and the applicable civil penalties for parking violations shall be set by resolution of the City Council.
