No person shall change the factory serial number on any bicycle or motorized bicycle, remove or permit the removal of the registration plate from any bicycle or motorized bicycle or use any bicycle or motorized bicycle upon any street, alley, public highway or public park in the city without the same being registered or use any bicycle or motorized bicycle without the registration plate being properly displayed thereon.
