(A) Whenever any person sells or otherwise disposes of a bicycle or motorized bicycle, he or she shall endorse upon the registration certificate previously issued for that bicycle or motorized bicycle a written transfer setting forth:
(1) Name, address and telephone number of the transferee;
(2) Date of transfer; and
(3) Signature of the transferee.
(B) The transferee shall also print the new owner’s name, address and telephone number in the indicated spaces on the registration certificate and shall deliver this registration certificate to the City Police Department within ten days of the date of transfer. Every person purchasing or otherwise acquiring possession of a bicycle or motorized bicycle shall, within ten days of taking possession, apply for such transfer of license.
