(A) It is unlawful for any person to park or leave standing any vehicle in a parking stall or space designated for disabled persons and disabled veterans pursuant to §§ 10.28.030 or 10.28.040, unless the vehicle displays either a distinguishing license plate or placard issued pursuant to Vehicle Code § 22511.5.
(B) It is unlawful for any person to obstruct, block or otherwise bar access to parking stalls or spaces designated for disabled persons and disabled veterans, except as provided in division (A) of this section.
(C) It is unlawful for any person to park or leave standing any vehicle, including a vehicle displaying a distinguishing license plate or placard issued pursuant to Vehicle Code § 22511.5, either on the lines marking the boundaries of a parking stall or space designated for disabled persons or disabled veterans or in any area of the pavement within a parking lot or parking facility that is marked by crosshatched lines and is thereby designated for the loading and unloading of vehicles pursuant to a city ordinance.
(D) Divisions (A), (B) and (C) of this section shall apply to all off-street parking facilities owned or operated by the city, the state and any privately owned and maintained off-street parking facility.
