No intoxicated person, or person in an intoxicated condition, shall wilfully appear, remain or be in, on or about any public street, highway, alleyway, park, playground, public meeting or assembly, saloon or any other public place within the city, whether such person is or is not in or upon any automobile, street, inter-urban car, vehicle or conveyance.
