(A) Upon denial by the Chief of Police of an application made in pursuance of §§ 9.20.030 through 9.20.040, the applicant may appeal from the determination of the Chief of Police within two days thereafter to the City Council by filing his or her application with the City Clerk, who shall set the appeal for hearing by the Council at its next meeting. Upon such appeal, the Council may reverse, affirm or modify in any regard the determination of the Chief of Police. To carry out the judgment of the Council upon appeal, the Chief of Police shall be directed to act in conformity with the judgment of the Council.
(B) In the event an application is not filed within the required time, as specified in §§ 9.20.020 through 9.20.040, the application may request a waiver of such requirement by the City Council at its next regular meeting, or at a special meeting which may be called prior thereto by the City Council to consider such matter, and the City Council, if it finds unusual circumstances and in the exercise of its sound discretion, may waive such requirement.
