The Chief of Police may refuse to issue a permit for a special event when in his or her judgment the conditions of vehicular and pedestrian traffic or the effect upon stores, offices and other places of business or upon residents or hospitals, churches, institutions located in the vicinity where the special event is proposed to be conducted, all considered in relation to the safety, comfort and convenience of the public generally shall so warrant.
