Nothing in this chapter shall be construed to restrict or prohibit the city from conducting or providing its own non-consensual towing service or maintaining its own vehicle storage facilities, either in lieu of, or in addition to, any non-consensual towing services provided by an authorized towing contractor pursuant to this chapter, the rules and specifications or a towing service agreement.
