Any permit granted under this chapter shall be subject to revocation or suspension by the Board of Health in the following manner. A notice shall be served on the person holding the permit specifying wherein he or she has failed to comply with this chapter and requiring him or her to appear before the Board of Health, at a day and hour therein specified, not less than five days after the personal service of the notice on such permit holder, requiring him or her to show cause at the time and place why the permit should not be revoked or suspended. At the time and place mentioned in the notice, the person holding the permit shall have the right to appear in person, or by counsel, and to introduce such evidence as he or she may desire, and the Board of Health shall confront the permit holder with any charges that the Board of Health may have against him or her, and after the hearing, the Board of Health may, at its discretion, revoke or suspend the permit.
