(A) Upon receipt of the applicant properly executed any permit fee due, a permit shall be issued providing:
(1) The name of the applicant and street location of sale;
(2) The dates upon which the sale shall be conducted;
(3) The serial number of the permit issued.
(B) No more than three such permits may be issued to one applicant or residence during any calendar year. If members of more than one residence join in requesting a permit, such permit shall be deemed issued for each and all such residences. No permit shall be transferable to another person or premises. Before issuing a permit, a police officer or other official designated by the city may conduct an investigation to determine if there is compliance with the provisions of this chapter.
