(A) To obtain a permit to conduct a garage sale, the applicant must file a written application for a permit with the city prior to the sale. The application shall set forth:
(1) The name and address of the applicant;
(2) The location of the proposed sale;
(3) The date or dates during which the sale will be conducted;
(4) A summary inventory of the personal property to be offered for sale;
(5) An affidavit or declaration under penalty of perjury that the person or persons conducting the sale are the owners of the property offered for sale;
(6) The number of times during the preceding 12 months and the dates that the applicant has conducted a garage sale on the premises.
(B) The City Council may by resolution condition issuance of such permit upon payment of a reasonable fee.
