The provisions of this chapter are intended to augment and to be in addition to the provisions of Chapter 5.02 providing for the business license taxes and Chapter 9.24 providing for the regulation of loud and unnecessary noises. Whenever the provisions of this chapter impose a greater restriction upon persons, premises or practices than is imposed by the general business license regulations and the general regulations controlling loud, unnecessary noises and loudspeakers or amplifying devices, the provisions of this chapter shall prevail and control.
