Upon the discovery of any false or misleading statements in the application or any misrepresentation by the applicant in procuring the permit, the Council may, upon five days notice to the applicant, cancel and annul the permit; whereupon the applicant shall be amenable to the penalties prescribed in this code from and after the date of the cancellation as though the permit had never been granted.
