The City Council may, by resolution, establish and enforce schedules of charges for aviation activities, rentals for the use of portions of the airport, airport facilities and equipment of the city, together with rules and regulations in connection therewith and may from time to time, by resolution, change and alter the same. A certified copy of all such schedules, together with any changes and alterations therein, shall immediately, upon their adoption, be filed in the office of the City Clerk.
